It may be time to look around the world for naturally English speaking peoples where the economy is low enough to offer competition to the present favourite destinations.
Such places as Bermuda, Caribbean islands and, with its international airport extension nearing completion, the Central American Belize.
Should it be my remit to assess locations for an offshore call centre I would certainly give Belize an in depth study where English is the primary language and Spanish the second language.
