What about Egypt as an offshore center?
It scored as 12 on the International outsourcing countries scale and it is number one in Middle East and Africa.
It had great advantages over India and China which is high level of languages skills and much more cheaper Technology labor. The Infrastructure in Egypt is Excellent for offshore services and actually cheaper than India and China even than Eastern Europe.

Being so close to Europe in terms of location and time difference is another big advantage. While it is more than 11 hours flight from London to India it is just 3 to 4 hours from London to Cairo.
Even less for other European cities like Paris, Perlind and Rome.

Finally in Egypt you can find very high technical skills speaking other Europena languages like Spanish,French, Pourtogee, Italian and Russian. You can also find Eastern languages like Urdu, Japaneese and Korean.
I think that Egypt for Europe can be like India for US.
