"There are no official data measuring the extent of offshoring" a quote from the OECD paper. The paper contains no primary research, but selectively extracts from other research documents. The document fails to evaluate the skills lost from the client country. It fails to note the increased cost of management arising from the use of offshoring. It also fails to evaluate the social impact of taxation loss.
In short the conclusions must have been predetermined before the paper was pulled together. It is merely an exercise in Shamanism to support the current academic management speak.
