Interesting article. Readers may also find the Quality Software Management series of books by Jerry Weinberg as useful source of information about how to manage offshore. To misquote (slightly) Jerry's zeroth law - if you think you're only interested in reducing costs, you will, at the expense of the other requirements you didn't think you had (like quality of service).
