Outsourcing is a cultural issue within organizations. Only after the senior leadership team raises the scrutiny on this subject and comes to agreeement on "CORE COMPETENCE", will there be consistency on outsourcing of IT functions.
Managed Security should b a leading candidate for Outsourcing just as there is separatioin of duties between internal accounting and the audit function, generally provided thru 3rd party CPAs and consultant firms. IT ops versus security and compliance must be separate; yet many companies have this conflict of interest built into their very organizational charts.
Most CIOs left to their own devices will opt for "turf control" and protection. In many of the industry events I attend, even when there is agreement on the need for outsourcing the CIOs differ on if it should be those mundane or tactical functions or more strategic ones!
Until IT is held accountable by the CFO and CEO; this debate and inconsistency regarding outsourcing will continue with little progess.
