What an incredibly complicated and labour intensive system! A uniformly administered electronic tag installed in the vehicle, which is activated as the vehicle passes a point and charges a credit card account electronically must surely be more efficient and not rely on cruising police cars and error prone photographing of number plates.
[Ed note: The officers and number plate recognition are only for cases when it looks like someone hasn't paid, and in the case of the latter it may just be it's a 'visiting' vehicle - maybe driving across Germany - that has made a manual payment over the internet or at a kiosk.]
